-stakes meeting at the white house between president obama and congressional leaders on the fiscal crisis. the talks are a last-ditch effort to avoid spending cuts and tax hikes from 90% of american households. mike emanuel is live on capitol hill where all the action is taking place. is there a lot of action? there is a lot of buzz on capitol hill. mitch mcconnell, who will be attending a white house meeting told us a few moments ago that we are always the running out of time. chairman max baucus, the democrat says that he thinks this will fiscal cliff matter comes down as one white house meeting two hours from now. another top senate republican said a short time ago that he was calling on president obama to lead. >> the president is not a senator anymore. he's a president. just as president reagan worked to deal with tip o'neill and bill clinton and president eisenhower, we need leadership on not just taxing rich people, but we contact them and it wouldn't help the medicare fiscal cliff. greg: others are skeptical, noting that high-profile meetings are for show often times and all about

to the voters that obama's not playing ball. >> trying to explain this to somebody from pluto. say in australia now. saying when congress wrote the cliff, defined it, spend cuts, increases on income, tax increase on state. they wrote it up as this horrible thing that nobody would want to face. either side, right? they designed it that way. now they're walking right over that cliff. over niagra falls. explain. >> it's like congress is on pluto and we're all on earth. they say they want deficit reduction. if you go over the cliff, you get deficit reduction, you just don't get it in the responsible, accountable way. it's like chopping off on arm. >> like says i want a shower, i'm going to niagra falls. >> they still can't get it done. we're dysfunctional. no other explanation. >> i think they can stop the roller coaster and make it go. they're doing a dance now because republicans don't want to do something to rates. obama wants to play hardball. but i think they'll have a different argument later in the year. >> i guess both believe it's better to go over the falls than cut a deal that's going to

increased his offer on taxes by about 150 billion, dropped his spending cuts by 330 billion, and has never offered significant stimulus or a major concession on the debt ceiling. so in every category since obama won the election he has moved further toward boehner thafrn boehner tarred him. yet it's boehner who walked away from the talks with his plan b, who failed to pass it and said it's the senate's problem now. democrats won more votes at presidential level, senate level and house level. boehner is speaker today because of the way the districts are drawn. but his arguments did not win. and yet he's not really moved. i don't think you can look at the last three years and sate white house has not tried to come together with republicans. i also don't think you can look at the last three years and say the republicans have tried to come together with the white house. and so here is what is supposed to happen. the american people who overwhelmingly say they want compromise, who say they want a plan similar to what the house is offering, a plan that raises taxes on the rich and cuts spending,

delay some spending cuts but it would not touch president obama does think this plan would pass both the house and senate if it got an up or down vote. he told the senate they had a day or two to make a deal on their own. if they're not making any progress he wants both chambers to bring this plan forward for up or down vote. speaker boehner apparently was noncommittal to that idea. it's important to point out that the debt ceiling is not a part of this plan c. that is still going to have to be dealt with separately later on. >> juliet: thank you, peter. >> dave: moderately optimistic. >> juliet: we are moderately optimistic about the weather. one-two punch comes as people are still digging out from past week's snow storm. >> clayton: preparation press still underway. stacking up on salt and sand. they have been presalting some of the roadways. >> dave: i hope so. maria my lien in for for rick this morning. good morning, maria. >> good morning. good to see you guys. good morning, everybody. we have another storm system first alert forecast to bring more snow to the northeast today. t

that gets done, we go over the fiscal cliff or the obama cliff and everything that gets kicked into gear, higher tax rates, some of the spending cuts, sequestration, probably good for the economy, which i believe is, but also he can come back in after the first of the year, sometime in january or february and say, let's pass some tax cuts for people making under $250,000 a year, like i've wanted to do all along and he gets to own tax cuts. it's very, very politically senator to do this on his part. on right, they really, really needed to be one voice and they just couldn't get to that. >> kelly: he divided the republicans as charles krauthammer alluded to, saying that's what the president wanted to do, to divide the republicans. senator john barrasso has something to say about the president, saying he may have wanted to do this all along, go off the fiscal cliff. >> i think that he sees a lot of cuts to the military, which the democrats have been after for a long time. and then he gets to do what he loves to do, which is blame republicans. my concern is that i actually see financial pro

where the republicans lost control of the narrative and kept the focus on spending and entitlements, it appears from the outside looking in, that's all we talk about where we tax the wealthy and job creators. >> juliet: president obama continues to push for tax hikes on the rich. and france lost a bid to raise taxes and he want today raise to 75%. now, there weren't a lot of people he was focused on, really not that much money, he was going to raise, but the fact is he wanted the french judicial council, however, said it would have been excessive and unconstitutional. joining us-- >> sorry, dave. >> dave: and for tax foundation from the heritage foundation. >> juliet: good morning, curtis. >> good morning. >> dave: what's the deal here, the decision made is not unconstitutional, but bottom line, bad for the economy? i think we can learn from this? >> that's right, the court has bailed them out. and the tax increase, 75% rate was going to really damage the french economy. the french economy's already strugglingling and adding on the economy would be worse. >> i'm looking at it, expec

for whose taxes are protected and whose goes up, the difference between president obama's proposal of 250,000, republicans at 400,000 probably. but also this idea that we can do a big deal right now. there's not enough time. and the to sequester these mandatory spending cuts to defense, there's not enough time to deal with those. that is a concern to many republicans, actually many democrats as well. that could be a final hiccup here even as we get closer on the tax question. >> so how are we supposed to do is then, christina? if we couldn't get it done at $1 million. speaker boehner couldn't get that done. is it going to look like a bipartisan agreement of over in the senate that's going to go to the house, may pass with bipartisan support and then that just makes speaker boehner look even worse than he has the past week or so? >> getting a bipartisan deal, i mean that's really an interesting question if it ends up making somebody look worse. what's interesting to me about the calculus in all of this, this little bit of political kabuki theater. in some case that's actually what it is. p
